As work progresses on Project EntERPrise, the Enterprise
Applications staff resources are significantly shifting towards implementation
of SunGard SCT's Banner suite of enterprise systems. As many of you are aware,
our existing staffing levels do not permit us to work simultaneously on the Banner
implementation, operational support, and past levels of legacy system
development. Therefore it will be necessary either to impose a "freeze" on
application changes for our legacy enterprise systems as staff members work on
the Banner implementation, or to acquire additional resources (via additional
technical personnel or contracted software development paid for by functional
offices and coordinated through EIT) to maintain past levels of legacy system
development. New development on our legacy systems is strongly discouraged,
and so we are recommending a freeze on new legacy system development. This
memo outlines the parameters of the freeze recommendation as it pertains to
each legacy enterprise system.
Throughout the remaining life of the enterprise systems, we
will continue to provide operational support (production downtime remediation,
DBD changes, fixes of system defects without workarounds, and state or Federal regulatory
updates only). Requests for any new system development or changes (defined
as anything not listed above, including fixes of system defects for which
workarounds exist) will need prior approval from the Administrative Technology
Subcommittee before work commences. The ATS will also address any
cross-functional issues. The system management teams should review their
existing projects to determine if the projects are still needed, and if they
can still be completed in the time remaining until the freeze hits their
particular systems. Projects not meeting these criteria should be
withdrawn. Additionally, training for the Enterprise Applications staff on
Banner and its underlying Oracle technology will take priority over new system
development or changes, in order to ensure a successful implementation of
Banner and its future operational support. This will impact systems work even
before the hard freeze takes effect, and in fact training for our new systems
has already begun.
HRS and FRS will begin their freeze effective immediately.
The members of the Business Systems team devoted to Project EntERPrise can no
longer provide effective day-to-day support to our legacy systems, and the
remaining staff is concentrating on operational support. Projects already
requested should be reevaluated in light of the requirements listed above, and
will be completed by legacy support staff as both time and Oracle/Banner
training permit.
SIS (including BRS, the "Web for"s, and housing) and DARS will
begin its freeze in January 2006 as that phase of the Banner implementation
begins. However, with the necessity of staying current with Plus TOSes or
patches as required by the Banner implementation and the Luminis portal
implementation later this year, we expect that most work on SIS and DARS between
now and January 2006 will be operational or regulatory in nature. Only a few
of the very highest-priority SIS/DAR projects are likely to be completed between
now and January 2006.
Most SAM support is regulatory in nature and will be
unaffected by the freeze. If there is any new or changed system development on
SAM it will be affected by the freeze starting in January 2007 when the Banner
Financial Aid implementation is projected to begin.
Our Information Access and Integration team, responsible for
maintaining and developing our data warehouse, e-business applications, and the
Institutional Analysis System, is already working on several Banner modules
such as the Luminis web portal, the core Banner databases, and a brand-new
web-based reporting environment. Much work on IAS, the data warehouse,
e-business, and related systems also will need to be deferred, with
Banner-related work taking precedence.
Included in this memorandum is a pie chart showing how
Project EntERPrise has already affected projects for the Business Systems Team.
This trend will continue throughout the life of the Banner implementation
project and, we hope, the chart further illustrates the need to impose a freeze
on system changes. The Enterprise Applications staff is a hard-working,
dedicated group of information technology professionals that has consistently
delivered excellence to our administrative users. As we shift resources away
from legacy system support we know that this will be a difficult transition for
our enterprise system users. We hope you understand that we are looking
forward to providing excellent service to you on the "flip side" of Project EntERPrise,
and need your help so that we can concentrate on implementing Banner instead of
enhancing systems scheduled for replacement. This project can succeed only if
everyone works together to achieve our common goal.
